    Firstly I live in Perth Australia!

    I sowed some runners 11 days ago and they have sprouted pretty quick in a small greenhouse box type thing! It's been warmish but very wet.
    Each plant is approx 4cm tall and has the two initial leaves but the roots are out the bottom of the tray!
    Should I go ahead and transplant them to final position, weather is 20 deg in day and about 14 deg at night, but pretty wet?
    Or should I re-pot in to larger pots and keep under cover?

    I would try them in their final position and cover with a bit of fleece if you are due a chilly night - not really a lot of time or cost wasted if they don't take. For future reference, beans need a long root run (as you have spotted) - plant them into toilet roll tubes in your seed tray to give them more root space. You can plant out the whole shaboogle without disturbing their roots then.
