Depends on the variety and how long they've been planted. Flowers are not really much use as an indicator, and not all varieties produce flowers. -
They have flowered I planted them at the very end of April

Mine are in flower early variety been in around 14 weeks and not a great deal under the one I dug up yesterday try and have a poke in the ground with your fingers I reckon that's by far the best method that way if there's nothing there you won't have wasted/ruined that plantIn the following link you can follow my recent progress on the plot

My earlies are weeks behind. I've left them two weeks longer than usual and they're still not up to much. Hopefully all the recent rain will help
