does anyone have any tips for stopping the neighbours cat from messing in garden and scratching our new fence the posts look like a tiger has attacked them

Chicken wire around your fence posts and rose bush clippings or chicken wire or something similar to cover your garden.
I have a cat for the past 12 years, and take it from me, you will never win against a cat.

As far as the fence/ posts go...
My cat has a couple of favourite areas she uses as a scratching post.
Once they have an established couple of places ( not necessarily on your fence) I suspect it will stick to them."Nicos, Queen of Gooooogle" and... GYO's own Miss Marple

Cats seem to hate citrus, so you could make up some sort of spray and spray all your fence. I also fend back pepper works but i do not know how you would get it to stick to the fence.
Good luck, cats are a big pain in the ass but we love them so

Have you observed the cat scratching the post?
If the marks look particularly bad, it might actually rather be the spot where the cat climbs on top of your fence. The pressure on the hind claws when they jump up can gouge the wood quite heavily. (I have that on two corners of my hotbin!
)
In that case, try covering the area where the marks are with plastic (best if it is somewhat slippery and noisy). That will discourage cats from climbing up there, as they can't get traction.
Although this of course means they will select a new climbing route...

I'm with Lisa - I've not tried it but diluted lemon juice in a spray bottle is supposed to deter them - they don't like the taste of it on their paws. Easy and friendly - maybe worth a shot?Comment

Cats scent mark by their paws, as well as spraying, there are scent glands the front paws - not sure about the rear ones. So a new post/fence will as far as they are concerned has no claim on it and so need to be marked as "their terriatory" for any other feline that wanders in.
I would almost say a good coat of wood preserve should put it off as the wood preserve will likely be over powering and the cat will not want it on their paws.Comment

thanks everyone it has been coated with preserver but it still wants to scratch on it, its quite deep to, i have painted it again today and bought some powder repeller so hopefully that will workComment

You just need to make it less attractive than other possible scratching posts.

it was scratching the fence panels so we bought some ultrasonic deterrents now its gone for the posts at the front of the street so nothing really can be put there
