        Again!
That's awful. I reckon there'll be a new law soon banning the paving-over of front gardens. "The trend to pave over front-gardens ... has led to a dramatic loss of surfaces that absorb water from heavy showers. The permeable land area lost recently (just in London) is 22 times the size of Hyde Park, according to the London Assembly's Environment Committee's 'Crazy Paving' report in 2005."

"The growing tendency to cover front gardens means rainwater has no way of naturally seeping into the ground. Instead, it is channelled into the drainage system, which is already under pressure, increasing the risk of flooding during heavy rain" Paving front gardens increases the risk of flooding in the capital, November 2005 - The Londoner

Each decision to have a parking space rather than a front lawn has combined to increase the city’s vulnerability to flash-flooding
