Do a germanation test, put a few seeds on some damp paper towel and into a zip lock bag or a box with a lid and check daily for signs of germanation i do all my parsnips like this and use old seeds !

I can't remember who it was on here, but they planted some seeds that were much older than your seeds and they grew.
As flowerofshona said "try a germination test", so I'd give it a go.Comment

Most seeds are viable well after their 'best before' date.
Exception to this is carrot and parsnip.
The nature of seeds is that they will wait for the right conditions before germinating.
Once you introduce those conditions, away they go.
That is one of the things that I marvel about with gardening.

Always try your luck with gardening - you never know when it is going to succeed. The only limitation will be the nature of the plant you are dealing with and the climate you are working with! (or possibly the soil you are trying it out with!)
