Default Sickly Pear

Can anyone help diagnose a sickly pear tree?

My sister has recently inherited a 3-4 yearish pear tree with a new house. Last August when she moved in the tree was covered in pears but they were covered with dark brown/black scabs and looked very unappetising. The leaves were also coverered in the same scabs. We cleared all the pears as we were worried her dog might eat the windfalls. All the leaves dropped in winter and the tree seemed ok.

This spring the new leaves were all clear and fine and the tree was covered in beautiful healthy blossom. It looked georgeous! In the last 2 weeks however sections of branches have begun to wilt and die back and the leaves have begun to go black and twist. The blossom has also died and it doesnt look as if any fruit will set.

Is this tree worth saving or not is my question or would it be better to have a tree surgeon remove it and she could plant something else.
