They def do have a good year followed by a poor year. You could try thinning the fruit in a good year so it has more energy to put in the following year and this should help to even it out. Also last year's weather was rubbish for plums!
Some plums, like some apples, are effectively biennial fruiters. I think they just need a rest between performances. If yours is one of these varieties you can't do much about it. (except buy another tree)

I have some plum blossom open now on my Victoria. Last year's crop was huge, but not so many flowers this year. Maybe I should have thinned more drastically last year, or maybe it wouldn't have made any difference?
