Any ideas on how to deter pigeons from fruit trees?

I have 2 plum trees and a gage, 4 years old that are a hit with the local pigeon gathering. There are pigeon nests 10 meters from my plot in the boundary hedging.

The pigeons strip the leaves, especially younger emerging leaf shoots to expose a stressed and tatty tree that has yet to produce fruit.

Shooting the pigeons is not a consideration as the allotments are surrounded by residential homes. If the homes were not there i really doubt the problem would exist as the association would have taken on getting a shooter.

Deterrents such as 'scare tape, hawk bird scarer kite, defender eye-ball scarer have all been used with no luck.

Considered making fishing-line snares however i do not want to catch birds other than pigeons. Also, not sure on the legality of snares.

    Any ideas?

I think my favorite tip on here was rubber snakes (based on old natural instincts). Water sensor but probably not a good option on a lottie and no idea how advanced they are nowadays (i.e. solar powered). Scarers of any sort need to me changed and moved frequently to avoid familiarity.

    Sorry not much help

some people have claimed success from a scarer of bird of prey silhouette suspended form a tall tree nearby - I haven't tried it myself as my main tree pests are squirrels.

I suspended cd discs on the ends of branches. Looked like a Christmas tree and sparkled like one but the tree rats stayed away. They stripped my tree 2 years running prior to that. Also that whirring tape seemed to deter them. Got sick of rehanging and de tangling the CDs though..
