Definitely during the dormant season if possible. Otherwise if you have to move them before then, take as big a rootball as possible and water everything well after replanting and do not allow to dry out.

As above - best moved while dormant (usually November-February).

Also as above - dig out as large rootball as possible. Preferably water well the day before digging up to soften the soil and allow the plant one last drink. The softer soil will allow easier digging-up.
The plants will need to be very well cared-for in their first season after replanting because their tops will be too large for what remains of the broken roots. You might consider reducing above-ground size slightly, to make it easier for the roots to supply enough water.

Alternatively, you could leave them behind and start with fresh, disease-free plants (perhaps superior varieties) in your new plot. Or you could take some suckers or cuttings just as the leaves turn yellow and start dropping in autumn.
