Default Potting on my lemon tree

I have a lemon tree that appears to me doing fine but was in dire need of potting on.

When I turned it out the roots were still in the shape of the previous pot and quite dry looking, ie, they'd not spread themselves out at all even though they'd be in the larger pot for 6 months.

How do I encourage the roots to plump up and stretch themselves out. Although there have been dozens of flowers not a great deal are forming fruit, but loads of new leaves and the branches are growing well.

Can anyone help?
