I've tried concreting them in but even this won't hold them. I've noticed a skip next to the allotment is full of rubble. If I filled the post holes with rubble and put a bracing post in do you think this might work?

Any advice?
I would have thought a diagonal bracing post on the inside of each upright( maybe even with a small notch in the upright on each end post) should do the trick.
You don't say what span you are covering? You may need extra support posts in between.
