I did have 20, but a visit from a fox (3) and illness (1) has taken that down to 16.
They have a 7x7 ft shed where they sleep nest and occasionally shelter from rain. This is attached to a 30ft x 10ft (approx) run. Half of the run is covered in tarp to give some protection from rain, the other half is open. Chicken wire covers roof to try to stop foxy getting in.
20 is the maximum I would ever have in that size run, they had enough room to pootle about without being all on top of each other.
