Tayberries are a sort of blackberry/raspberry cross. They fruit on canes produced the previous year. The buds you can see will probably produce leaves and a few flowers, maybe even some fruit but not much if they're only 8" tall. You should soon get strong shoots coming up from ground level - these will be the new canes for next year's fruit.
