It would be more accurate to say a bigger pepper is statistically more likely to be milder than a small pepper. But it isn't a hard and fast rule. You can have pea sized peppers that are mild, and peppers the size of your fist that are super hot. If you want no heat at all you're better off growing a sweet pepper. If you don't mind a little bit of heat then go for something like ancho:
