Many herbs tolerate poor soils so being under a fir tree might not bother them. I always feel, though, that your herb garden should be a pace from your kitchen door! In bad weather, if I had to do more than open the back door, step across a narrow patio and cut the herbs I wouldn't bother. Just me being idle though!
