Fleece is often recommended to be laid loosely touching plants or seeds. It is supposed to be light enough to be lifted as the plants grow (providing it's not tightly anchored). Never used it myself, but I probably will next year as it seems to be the only thing that actually keeps cabbage white butterflies off the crops.
